FRBP 7005 and FRCP Rule 5(d)(3) authorize the Central District of California to offer a process for self-represented parties to submit some motions and other documents electronically for the Court to file, instead of submitting those documents by mail or in person at an intake window.  That process is called Electronic Drop Box (EDB) and requires court permission. 

1.  FEATURES OF THE EDB PROGRAM:

  • EDB can be used by a self-represented party
  • EDB can be used to submit documents in a bankruptcy case or in an adversary proceeding
  • An Application, photo ID, and pdf of the applicant's signature are required to qualify to use the EDB Program
  • Approximately one business day is needed for the court to review the Application

2.  LIMITS OF THE EDB PROGRAM

  • EDB is NOT available for filing a bankruptcy case
  • EDB is NOT available for submitting documents when a fee is required.  See link below to a chart of Filing Fees
  • Permission to Access Electronic Drop Box can be revoked by the court

3.  SIGNATURES and REQUIRED FORMS

  • Holographic Signatures -- All signatures must be made holographically using an ink pen, before the document is submitted into the EDB Portal.
  • Local Bankrupcy Rule Forms -- Many LBR forms are mandatory.  These must be submitted when required.   For example, Notice of Objection to Claim, Notice of Hearing. , 
  • Proof of Service  --  The court has a mandatory Proof of Service form.  It must be filled out and included when your document is submitgted into the EDB Portal.
