Transfer and Reassignment of Cases and Changes in Zip Code-Defined Jurisdictions - Effective May 10, 2014

Several caseload changes involving the transfer and reassignment of cases, and reassignment of zip codes used to determine filing jurisdictions for debtors in some cities, will become effective on May 10, 2014, as follows:
  1. Los Angeles Division
    1. Reassignment of Chief Judge Peter H. Carroll’s Cases
      All Los Angeles Division bankruptcy cases and related adversary proceedings currently assigned to Chief Judge Peter H. Carroll will be reassigned to Judge Deborah J. Saltzman and remain at the Los Angeles Division.  The judge’s initials of bankruptcy case and adversary proceeding numbers for filings in these reassigned bankruptcy cases and adversary proceedings must be those of Judge Deborah J. Saltzman (“DS”).
    2. Judge Deborah J. Saltzman will relocate to the Los Angeles Division. Her Los Angeles courtroom will be Roybal 1339, and she will maintain chambers in room 1334.
    3. Judge Deborah J. Saltzman will receive new chapter 7 and chapter 11 case assignments at the Los Angeles Division.
  2. Riverside Division 

    Until further notice, Riverside Division bankruptcy cases and related adversary proceedings, previously assigned to Judge Deborah J. Saltzman will be retained by her but will be heard as follows:

    1. Chapter 13 Cases
      Judge Deborah J. Saltzman will hear all of her pending Riverside Division chapter 13 cases and related adversary proceedings in Riverside Division Courtroom 304.
    2. Chapter 7 and 11 Cases and Related Adversary Proceedings
      Riverside Division chapter 7 and chapter 11 cases and related adversary proceedings, previously assigned to Judge Saltzman,  will be heard according to the terminal digit of the bankruptcy case as outlined in the following table, except as specified in paragraphs 2 c) and 2 d) of this notice.

    3. Valley Health Care (6:07-bk-18293-PC)
      Chief Judge Peter H. Carroll will retain and continue to hear the Valley Health System bankruptcy case (6:07-bk-18293-PC) and related adversary proceedings.  
    4. Alameda Investments, LLC (6:09-bk-10348-PC)
      Chief Judge Peter H. Carroll’s Riverside Division bankruptcy case, Alameda Investments, LLC (6:09-bk-10348-PC), will remain at the Riverside Division and be reassigned to Judge Scott C. Clarkson.  For filings in this reassigned case, the judge’s initials of the bankruptcy case number must be those of Judge Scott C. Clarkson (“SC”).
    5. Riverside Division Matters transferred to the Los Angeles Division and retained by Judge Deborah J. Saltzman
      The following chapter 11 bankruptcy cases assigned to Judge Deborah J. Saltzman remain assigned to her but transfer to the Los Angeles Division.  The Court will send notices to all parties with the new Los Angeles Division case numbers.

  3. Northern Division

    Northern Division bankruptcy cases and related adversary proceedings will remain at the Northern Division, but are reassigned as described below.

    1. Chief Judge Peter H. Carroll will relocate his courtroom and chambers to the Northern Division.
    2. All Northern Division cases currently assigned to Judge Robin Riblet will be reassigned to Chief Judge Peter H. Carroll and remain at the Northern Division.  For filings in these reassigned cases and adversary proceedings, the judge’s initials of the bankruptcy case and adversary proceeding numbers must be those of Chief Judge Peter H. Carroll (“PC”).
    3. All Northern Division bankruptcy cases and related adversary proceedings currently assigned to Chief Judge Peter H. Carroll are reassigned to Judge Deborah J. Saltzman and remain at the Northern Division.  For filings in these reassigned bankruptcy cases and adversary proceedings, the judge’s initials of the bankruptcy case and adversary proceeding numbers must be those of Judge Deborah J. Saltzman (“DS”).
    4. Chief Judge Peter H. Carroll and Judge Saltzman will receive chapter 7 and chapter 11 case assignments at the Northern Division.  Chief Judge Peter H. Carroll will receive chapter 13 cases at the Northern Division.
  4. Some San Fernando Valley Division Zip Codes Will Move to the Northern Division

    Zip codes for the cities of Simi Valley, Thousand Oaks, Westlake Village, Newbury Park, and Malibu, previously used to determine case filings assignments for the San Fernando Valley Division, are reassigned to the Northern Division, regardless of whether cities or zip codes are in Los Angeles County or Ventura County. The zip codes include: 90263, 90264, 90265, 91319, 91320, 91358, 91359, 91360, 91361, 91362, 93062, 93063, 93064, 93065, 93094, and 93099.

    All new bankruptcy cases for debtors in these cities and zip codes must be filed at the Northern Division. Pending bankruptcy cases and reopened cases will remain in their original filing jurisdiction.
