LBR 3015-1(v)(2) provides the procedures for a chapter 13 debtor's attorney to apply to the court for payment of fees incurred for services that fall outside of services already paid for according to the Rights and Responsibilities Agreement (RARA).  The application must be supported by a declaration made under penalty of perjury that services were provided.

  • The Court has determined that certain services may be provided for a flat fee, sometimes called a no-look fee or a presumptively reasonable fee.  See link below to a chart of the flat fees authorized for particular services.  
  • In addition, attorneys may provide a billing statement that itemizes services billed on an hourly rate.
